SAILING INSTRUCTIONS

1.0RULES

1.1 The regatta will be governed by the International Sailing Federation (ISAF) Racing Rules of Sailing (RRS) for 2005-2008, prescriptions of the Trinidad and Tobago Sailing Association (TTSA) and by these Sailing Instructions and the applicable class rules. The regatta is classified as a Category C Event, in accordance with Regulation 20. RRS 30 (Starting Penalties), shall not apply.

1.2 Handicaps: Racing, Cruiser/Racer, Cruiser, and Charter Classes will race under the present CSA Rating Rule.

2.0 ENTRIES

2.1 Eligible boats may be entered by completing registration with the TTSA and paying the US$150 entry fee.
2.2 Entry forms may be obtained from the TTSA office or the official regatta website www.sailweek.com beforehand or from the Committee Desk at Crown Point Beach Hotel, and must be handed in at the Committee Desk not later than 1800 hours on Saturday, 12th May 2007. Late entries may be entertained at the discretion of the Race Committee.

3.0 NOTICES TO COMPETITORS

3.1 Notices to competitors will be posted on the official notice board located outside the Committee Desk, at Crown Point Beach Hotel.

4.0 CHANGES IN THE SAILING INSTRUCTIONS

4.1 Any changes in the sailing instructions will be posted on the official notice board before 0730 hrs on the day they will take effect.

5.0 SIGNALS


5.1 Code Flag "Lima" will be displayed from the flagpole in front of the Committee Room to call attention to any posting of Notices to Competitors. Any such posting shall be deemed to have been delivered to each competitor.

6.0 SCHEDULE OF RACES AND START SEQUENCES

Monday 12th May First Warning Signal: 0955 hours

RACE 1 Navigator, Charter, Cruiser, Cruiser/Racer, Racing,
One-Design.

RACE 1A Cruiser/Racer, Racing, One-Design.

The warning signals for the Cruiser/Racer, Racing and One-Design
classes for race 1A will be approximately 10 minutes after each
of these classes has completed its previous race.

Tuesday 13th May First Warning Signal: 0955 hours

RACE 2 Navigator, Charter, Cruiser, Cruiser/Racing, Racing,
One-Design.

RACE 2A Cruiser/Racer, Racing, One-Design.

RACE 2B Racing, One-Design.

The warning signals for the Cruiser/Racer, Racing and One-Design
classes for races 2A and 2B will be approximately 10 minutes after each
of these classes has completed its previous race

Thursday 15th May First Warning Signal: 1125 hours

RACE 3 Navigator, Charter, Cruiser, Cruiser/Racer, Racing,
One-Design.

Friday 16th May First Warning Signal: 0955 hours

RACE 4 Navigator, Charter, Cruiser, Cruiser/Racer, Racing,
One-Design.

RACE 4A Navigator, Charter, Cruiser, Cruiser/Racer, Racing,
One-Design.

RACE 4B Racing, One-Design.

The warning signals for the Navigator, Charter, Cruiser, Cruiser/Racer, Racing and One-Design classes for races 4A and 4B will be approximately 10 minutes after each of these classes has completed its previous race.

7.0 CLASSES, FLAGS & IDENTIFICATION
7.1

7.2 One Design classes and groups of boats wishing to level-rate will have a separate class or will be scored as a separate subclass within their class at the discretion of the Race Committee based on the number of entries and the event classes that are established.

7.3 Charter Class boats shall be in the standard charter configuration (rigging, sails, and equipment) as operated by Moorings, Horizons, etc. Poles, boathooks, oars or other such devices for holding out the headsail are not permitted.

7.4 The Race Committee may split a class depending on the number of entries and shall decide in which class a boat may race. The decision of the Race Committee is final.

7.5 The Class Flag shall be flown from the backstay while racing. With the exception of the Trinidad & Tobago courtesy flag (flown at the spreaders), the only other flag that may be flown while racing is the protest (red) flag.

7.6 Identification Numbers will be issued to each entered boat at the Skippers Briefing held on Sunday, 11 May 2008. Identification Numbers shall be clearly displayed on both sides of the competing boats as high and close to the bow as possible.

8.0 ANCHORS

8.1 Boats are required to remove anchors that protrude outside the lines of the hull.

9.0 COURSES

9.1 Courses are attached.

10.0 MARKS

10.1 All marks will be inflatable buoys.

11.0 THE START

11.1 Races will be started in accordance with Racing Rule 26, with classes starting at 5-minute intervals.

11.2 The start line for all classes on all days will be between an orange flag on the Committee Boat and a yellow inflatable buoy (mark AMBITION SAILING) to the North of the Committee Boat. The start line will be positioned approximately¾ mile to the West of mark ANGOSTURA BITTERS.

11.3 There will be a distance mark trailed approximately 10 metres behind the Committee Boat which will be considered part of the Committee Boat.

11.4 No boat shall pass through the start line except when Starting/Finish or rounding AMBITION SAILING as a mark on the course.

12.0 RECALLS

12.1 Individual recalls will be signaled in accordance with Racing Rule 29.1. An attempt will be made to hail the boat(s) by radio on VHF Channel 72.

12.2 General recalls will be signaled in accordance with Racing Rule 29.2 and a new warning signal will be made one minute after the lowering of Code Flag "First Substitute".

12.3 When a general recall has been signaled, the start(s) for the succeeding class(es) will be postponed accordingly.

13.0 SHORTENED COURSE

13.1 The shortened course will be signaled by a boat displaying Code Flag “S” at a rounding mark. This means “Finish between the rounding mark and the boat displaying Code Flag “S”.

14.0 THE FINISH

14.1 All Numerically Displayed courses on the Committee Boat will have the finish pin to the south of the Start Boat. All other courses, the finish line will be between an orange flag on a Committee Boat and an orange inflatable buoy located approximately 50m south west of mark Angostura Bitters.

15.0 TIME LIMIT

15.1 The Time Limit will be 1700 hrs for each class. If one or more boats of a class have finished before 1700 hrs, the time limit will be extended to allow other boats in that class to finish. Boats finishing after 1800 hrs may be expected to take their own finishing times.

16.0 PROTESTS

16.1 Protests shall be made in accordance with Racing Rule 60 except as modified herein.

16.2 Protests shall be written on forms available at the Committee Desk and shall be lodged there within two hours of the protester’s finishing time and shall be accompanied by a fee of US$30 or $200TT, which shall be nonrefundable and donated to the T&T Youth Sailing Program.

16.3 Protests will be heard as soon as practicable after each race. It is the responsibility of the parties to a protest to find out when and where the hearing will take place and to attend with their witnesses. On the last day of the regatta, a request for re-opening a hearing shall be delivered:
a) Within the protest time limit if the party requesting the re-opening was informed of the decision on the previous day;
b) No later than 30 minutes after the party requesting the re-opening was informed of the decision on that day.

16.4 Measurement protests must be filed before 1800 hrs on the first day of racing.

16.5 At anytime during the Regatta, should the Official Measurer find a material error in a boat’s rating certificate, she/he shall notify the Jury. On receiving such notification, the Jury may call a hearing to request that the Official Measurer re-issue the certificate and adjust the boat’s scoring for all races in the regatta.

17.0 PENALTIES FOR BREAKING RULES OF PART 2

17.1 The penalty will be in accordance with RRS 44.1

17.2 Prior to a protest hearing, a yacht may take a 40% penalty for infringing a rule of Part 2 for which she could have applied RRS 44.1 in the first instance. The 40% penalty will be applied in accordance with RRS 44.3(c) as amended hereunder.

17.3 RRS 44.3(c) is amended as follows: “the number of boats entered” is changed to “the number of boats entered in the class”.

17.4 The Protest Committee, at its discretion, may impose a percentage penalty for the infringement of non-Part 2 Racing Rules.

18.0 RADIO COMMUNICATION

18.1 All radio communication will be on VHF Channel 72.

18.2 Time checks will be given approx. 15 minutes before the first warning signal on each day.

19.0 SCORING

19.1 The Low-Point Scoring System, RRS Appendix A, shall apply.
In Navigator, Charter and Cruiser Classes all race results will count to their final score. In Racing, Cruiser/Racer and One Design Classes if a minimum of nine races are sailed then each boats series score shall be the total of her race scores excluding her worst score. Otherwise all scores will count.

19.2 If a tie cannot be broken in the normal manner, the sum of the corrected times will be used.

19.3 One or more races will constitute a series.

20.0 RESULTS

20.1 Provisional results will be exhibited at the end of each race on the Results Board in front of the Committee Room.

21.0 RESPONSIBILITY

21.1 The Trinidad and Tobago Sailing Association, Regatta Promoters Ltd., the Sponsors or any of their representatives do not accept responsibility for loss of life or injury to participants or others or for the loss of or damage to any vessel, however caused.

22.0 CONDUCT

22.1 The captain of each boat participating in this regatta shall be responsible for the behavior of his crew. In the case of any destruction of property or any serious breach of reasonable standards of good conduct by any crew member, or the failure to comply with a reasonable request of any officer or agent of the Trinidad and Tobago Sailing Association, directed to any member of any participating boat, that boat may be barred from participating in any future race in the regatta.

23.0 SAFETY

23.1 CSA Minimum Safety Requirements are applicable. These requirements are posted on the Caribbean Sailing Association website www.caribbean-sailing.com. In the event of a conflict between these requirements and applicable class rules for recognized classes sailing in the regatta, the class rules will apply.
